Did Ukraine deliberately use Azerbaijan Airlines flight J28243 as cover for a drone attack??

Crucially, "This attack may be connected to the crash of a passenger aircraft in Kazakhstan."

seems to suggest that Azerbaijani Airlines
flight J28243 was in flight during a Ukrainian drone attack - the plane had been flying from Baku to Grozny, the capital of Russia‘s Chechnya, crash-landed instead at Aktau airport.Shkarlat states that "crash, reports surfaced online that damage was found on the rear section of the aircraft, possibly caused by air defense systems."
Ms. Shkarlat states "The Russian authorities are trying to conceal the fact of a drone attack on Chechnya."
More importantly, she states "This attack may be connected to the crash of a passenger aircraft in Kazakhstan."
She further states "According to the news agency, Chechen authorities did not acknowledge the drone attack on the region even 10 hours after it occurred."
"Interestingly, Russian authorities also initially tried to conceal an attack on neighboring North Ossetia."
However, the head of North Ossetia, Sergey Menyaylo, later claimed that drone debris allegedly fell on a shopping center in Vladikavkaz.
Meanwhile, the head of the Center for Countering Disinformation under Ukraine's National Security and Defense Council, Andrii Kovalenko, emphasized that the aircraft was shot down by a Russian surface-to-air missile system. He clarified that Russian authorities had failed to close the airspace over Grozny during a drone attack, which coincided with the flight of the Azerbaijan Airlines plane.
Mr. Kovalenko mentions nothing about the steps taken by the Ukrainian authorities to protect civilian aircraft during its attacks on Russian targets – the Ukrainians claim the aircraft was shot down by a Russian surface-to-air missile system - show the evidence, and then the question must be asked did the Russians misidentify the Azerbaijan aircraft - we need to know the reasons behind such misidentification and what exactly both parties did to warn civilian aviation of the dangers posed by this Ukrainian attack.
released the following statement in October of 2024 reminding governments of the importance of protecting civil aviation, including airport and air navigation infrastructure, during times of conflict.
Moreover, the Chicago Convention explicitly obliges states to protect civil aircraft and passengers in flight, refrain from the use of force against civil aircraft, and by corollary coordinate and communicate any activities potentially hazardous to civil aviation.
These are essential to keep flying safe - both parties had a legal obligation to protect civilian aircraft and it causes significant concern that Ukrainian media are suggesting that their attack resulted in the downing of flight J28243.
